All client records are protected by State and Federal confidentiality statutes and regulations. Our applications have been designed to comply with these requirements, including Title 42 of the Code of Federal Regulations (CFR 42) and the protections offered by the Health Insurance Portability and Accountability Act (HIPAA). All agencies using our systems must sign an agreement which includes a provision pertaining to disclosure of client information based on CFR 42.

This agreement also provides that the agency must abide by the requirements of HIPAA as it relates to the protection and privacy of client identifying information. Certain client identifiers, such as name, social security number, and case number are stored in the system. This information is afforded the same confidentiality protection as the client’s substance abuse or other medical treatment records.

Security Module

Integrity of data stored within our systems is maintained through two levels of security.  The first level, at the physical location of ACT, is maintained through a secure server and maintained by ACT technical support staff. The second level of security is accomplished by monitoring who has access to the system. Each agency will designate one individual as its administrator. The administrator is then responsible for assigning usernames and passwords for all staff as well as providing security oversight. Each individual’s role and responsibilities within the agency determines the level of access needed, which is granted by the Administrator.

Encryption

ACT uses third-party 128-bit encryption Secure SSL certificates offering comprehensive authentication procedures (domain name and identity verification). This ensures that information is kept private while in transit between your web server and your clients' web browsers.

Audit Controls

Our applications have an integrated system that logs all user interactions in the system. It will track what information was changed, who changed it and when. The system will also show you the original information (before the change was made) so you can compare it to the new information.
